Buckinghamshire Youth Justice Plan 2025 to 2026
Section 4: Serious Violence, Exploitation, and Contextual Safeguarding
What we have done, what happened as a result, and what we will do next.
What we have done in 2024 to 2025
- Completed 5 Serious Incident notifications for the Youth Justice Board, relating to 8 children
- Conducted 2 learning reviews, with findings shared with the Board and actions identified as a result
- Contributed to partnership safeguarding activity through attending the Multi-Agency Child Exploitation Panel and mapping children at risk to ensure early intervention
- Risk Outside the Home (ROTH) panels launched in Buckinghamshire, with the YJST as a key partner
- Co-located the YJST with the Missing and Exploitation Hub, building working relationships between professionals
- Piloted the Thames Valley Police Harm Reduction Unit model, with targeted resources for child exploitation
- Contributed to identifying support for children at risk of serious youth violence through the Shaping Futures programme, run by Community Safety
- Delivered training to all front-line staff on the “online world”
- Delivered training to front-line staff on contextual safeguarding and safety planning
What has happened as a result
- Learning has been shared with partners and has led them to conduct their own reviews
- Evidence that children experiencing harm are being supported contextually
- Consistent safety plans are now in place across the partnership
- Children are being identified at an early opportunity and offered support to divert them from serious violence
- YJST assessments reflect on the digital lives of children and associated risks
What we will do next
- Support the bid for National Referral Mechanism (NRM) devolved decision-making
- Embed children’s involvement in their own safety planning. Children have told us that they don’t want to be in meetings, but want to be spoken to first and their voice heard
