Reduced annual fee for council-arranged transport
When you apply for council-arranged transport, you can apply for a reduced fee. You can only apply if you can show financial hardship.
If you qualify for the reduced annual fee, the cost will be:

Eligibility for reduced annual fee
To qualify for the reduced fee, you’ll need to provide evidence that your household income is less than £21,000 before any deductions
Household income is the total combined weekly or annual income of everyone living in a private household, including earnings, benefits, pensions, and investments
What you'll need to provide
To apply for the reduced fee, you’ll need to provide supporting evidence of the financial circumstances of your household. You must provide this when completing the online travel assistance application form.
Income
If you work or are self-employed, you will be asked to submit the relevant supporting documents for each household member:
- P60 for the last financial year or your last 3 payslips
- Certified accounts from the last financial year
- Earnings from pensions or investments
If you receive any state benefits, you will be asked to provide an award statement for each benefit that someone in your household gets. These might include, but are not limited to, the following:
- Universal Credit
- Personal Independence Payments (PIP)
- Carers Allowance
Additional documents
You will also be asked to submit the following additional supporting documents
- full bank statement/s for the most recent full month for each member of your household
- a recent council tax bill
After you have applied, we’ll review your evidence. We may contact you to request more evidence. We will let you know if you qualify for a reduced fee.
