Levels in the Continuum of Need
The Continuum of Need incorporating threshold guidance, previously referred to as the Safeguarding Children’s Threshold, is a means of providing needs-led appropriate access to services in compliance with statutory duties.
Universal
Children have their needs met through accessing universal services.
Universal Plus
The child or family is identified as having some additional needs.
Multiple/Complex
The child or family is identified as having a range of additional and complex needs.
Specialist Intervention
Children in need of social work-led assessment and involvement because there is a risk of significant harm to a child if support is not provided.
